Overview:

Background

The Town Council allocates funding from multiple sources (Human Services, Community Development Block Grant (CDBG), etc.) to community agencies for affordable housing and public services programs for Chapel Hill residents, that are designed to address the needs and service gaps in the community.

The US Department of Housing and Urban Development annually awards Federal CDBG funds to the Town, to serve the housing and community service needs of low- and moderate-income residents. Funds have been used to create and maintain affordable homeownership and rental opportunities and to provide funding to agencies that serve lower income households.

Annually, we invite staff representatives, as well as representatives from the Human Services Advisory Board and the Housing Board, to participate in the CDBG Application Review Committee. The committee reviews and evaluates applications for CDBG funding (possibly meeting with agencies requesting funding) and assesses applications based on identified community priority needs and policy guidance given by the Council (i.e. Affordable Housing Strategy, Affordable Rental Housing Strategy, Northside and Pine Knolls Community Plan). The committee’s recommendations for funding are presented to the Council, for the upcoming fiscal year. Housing and Community staff provide background information and serve as a resource to the committee.

Timeline & Time Commitment for Committee

We value your time and want to minimize the commitment to serve on this committee. The time required involves individual review of 5-8 funding applications and a committee meeting for discussion. In the past few years, the committee has met for 2-4 hours to discuss applications and come to consensus on funding recommendations.
