Overview:   This action authorizes the Town Manager to execute performance agreements with human service agencies totaling $419,500.  In the Strategic Priorities presented to the Town Council (Source Data for Proposed Strategic Plan Objective 4/4/2018) <https://chapelhill.legistar.com/LegislationDetail.aspx?ID=3464850&GUID=3D6177A3-C8DE-4CD9-B6FB-2341D5109940&Options=ID%7CText%7C&Search=strategic&FullText=1>, the Human Services Advisory Board identified the following priorities:  (1) Safety-Net services for disadvantaged residents; (2) Education, mentorship and after-school programs for youth facing a variety of challenges; and (3) Programs aimed at improving health and nutrition to needy residents.

 

Recommendation(s):

That the Council adopt the resolution to authorize the Town Manager to execute performance agreements with human service agencies as recommended by the Human Services Advisory Board.

 

Background:

                     The charge of the Human Services Advisory Board is to assess the human service needs of Chapel Hill residents, identifying service gaps and ways to fill them, and advising the Town Council on funding needs.

                     The Town has a coordinated application with Orange County and the Town of Carrboro.

                     Key milestones in the funding process:

1.                     On November 7, 2018, the Human Services Outside Agency Application was made available on the three governments’ websites. 

2.                     On November 28, 2017, Chapel Hill, Carrboro and Orange County staff held an orientation for non-profit human service agencies to provide information about the funding process. 

3.                     Agencies requesting funding must complete a comprehensive written application and submit budget and annual financial audit documents by the established deadline of January 23, 2018.

4.                     On December 5, 2017 and January 9, 2018, the three governments held a Question and Answer session for all applicants.

5.                     The Chapel Hill and Carrboro Human Services Boards held joint hearing for agencies applying to both towns.  The Boards held joint hearings on March 13, 26, and April 2 9, 16, and 23. 

6.                     Following the presentations the Board met on April 30, 2018, to review applications and develop funding recommendations for 2018-2019 performance agreements.

                     This year, the Board received requests from 52 nonprofit agencies totaling $772,944.  Each agency has the opportunity to present its proposal and respond to questions from the Board. 

                     The Board based its recommendation on documented needs, agency capacity, program mission, goals and evaluation.

 

Next Steps

                     If funding is approved, the Town will enter into Performance Agreements with human service agencies to address the community’s human service needs identified by the Human Services Advisory Board.  Funds will be provided based on submittal of documentation and progress toward meeting their goals.

 

Fiscal Impact/Resources: The total amount appropriated for human services agencies in the FY 18-19 Adopted Budget is $419,500.  The Board developed its recommendation using a budget of $419,500 and allocated funds to 48 agencies.

A RESOLUTION AUTHORIZING 2018-2019 FUNDING FOR PERFORMANCE AGREEMENTS WITH HUMAN SERVICE AGENCIES AS RECOMMENDED BY THE HUMAN SERVICES ADVISORY BOARD (2018-06-27/R-3)

 

 

WHEREAS, in 1981 the Council established the Human Services Program to enter into performance agreements with agencies that provide services that address the community’s human service needs.

 

WHEREAS, the charge of the Human Services Advisory Board is to: assess human services needs to Chapel Hill residents, identify service gaps and ways to fill them, and advise the Town Council on funding needs at the beginning of every budget cycle.

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council hereby authorizes the Town Manager to execute performance agreements for the following allocations of funds for human service agencies in 2018-2019 to address the community’s human service needs identified by the Human Services Advisory Board.
