Overview: This action authorizes the Town Manager to execute performance agreements with human service agencies totaling $419,500. In the Strategic Priorities presented to the Town Council (Source Data for Proposed Strategic Plan Objective 4/4/2018), the Human Services Advisory Board identified the following priorities: (1) Safety-Net services for disadvantaged residents; (2) Education, mentorship and after-school programs for youth facing a variety of challenges; and (3) Programs aimed at improving health and nutrition to needy residents.
Recommendation(s):
That the Council adopt the resolution to authorize the Town Manager to execute performance agreements with human service agencies as recommended by the Human Services Advisory Board.
Background:
* The charge of the Human Services Advisory Board is to assess the human service needs of Chapel Hill residents, identifying service gaps and ways to fill them, and advising the Town Council on funding needs.
* The Town has a coordinated application with Orange County and the Town of Carrboro.
* Key milestones in the funding process:
1. On November 7, 2018, the Human Services Outside Agency Application was made available on the three governments' websites.
2. On November 28, 2017, Chapel Hill, Carrboro and Orange County staff held an orientation for non-profit human service agencies to provide information about the funding process.
3. Agencies requesting funding must complete a comprehensive written application and submit budget and annual financial audit documents by the established deadline of January 23, 2018.
