Approve the Year-End Miscellaneous Budget Ordinance Amendments to Adjust Various Fund Budgets for FY 2017-2018.

Overview: After the Council approves the annual budget, changes occur that require the Town to amend the original budget.

 

Recommendation(s):

That the Council:

                     Enact the attached budget ordinance amendment to adjust the General Fund, Capital Projects Fund, Stormwater Fund, Parking Fund, Housing Fund, Library Gift Fund, and Transit Capital Reserve Fund; and

                     Enact the attached project ordinance amendments to adjust the Housing Capital Grants Fund, Transit Capital Grants Fund, Affordable Housing Fund, Capital Projects Ordinance Fund, 1996 Parks and Recreation Facilities Bond Fund and 2015 Parks and Recreation Facilities Bond Fund; and

                     Adopt the attached resolutions to accept the Strowd Roses Grant, Inclusive Internship Initiative Grant, Great American Read Grant, FY 2019 LSTA Grant and FY 2016 FTA Section 5339 Grant.

Key Issues:

                     General Fund

Strowd Roses Grant - In March 2018, the Strowd Roses board of directors provided a grant in the amount of $5,000 in aid of the summer youth program.  The grant supplements the funding provided by the Town’s Community Development Block Grant, and provides funding for hiring additional youths in a variety of temporary positions.  Adoption of the attached resolution would authorize the acceptance of the Strowd Roses grant, and enactment of the attached budget ordinance amendment would increase the Housing and Community Department’s budget for temporary salaries by $5,000.

 

Inclusive Internship Initiative Grant - In May 2018, the Chapel Hill Public Library received a grant from the Public Library Association for $3,500 to participate in their Inclusive Internship Initiative.  The grant will pay the library to hire a high school junior or senior to complete a connected learning project this summer. The grant also reimburses travel expenses for the intern & mentor to travel to Washington DC for an event in June 2018.  Adoption of the attached resolution would authorize the acceptance of the Inclusive Internship Initiative grant, and enactment of the attached budget ordinance would increase the Library’s budget for temporary salaries.

 

Great American Read Grant - In April 2018, the Chapel Hill Public Library received a grant from the American Library Association for $2,000. This is a community programming grant to support The Great American Read, an eight-part television and online series created by The Public Broadcasting Service (PBS) and designed to spark a national conversation about reading and the books that have inspired, moved, and shaped us.  Adoption of the attached resolution would authorize the acceptance of the Great American Read Grant, and enactment of the attached budget ordinance amendment would increase the Library’s budget for speaker fees, promotion and marketing materials and adult books.

 

Amity Station - In January 2018, the Town received $44,650 from CA Ventures for development fees to reimburse the Town for third party consultants on the Amity Station Development Agreement negotiation.  The consultants provided services to the Town for meeting facilitation, a presentation on the West Rosemary Street Development Guide and market analysis and development financial analysis on possible development options identified by the negotiating parties.  Enactment of the attached budget ordinance amendment would recognize the $44,650 in fees collected and replenish the Planning Fund.

 

Fire Station #1 Roof Repair - The FY 2017 budget included $100,000 in pay-go capital improvement funds to repair the roof of Fire Station #1 located at 403 Martin Luther King Jr Blvd.  The project estimates have come in higher than anticipated and Fire would like to request authority to move $10,000 in Maintenance & Repair Buildings funds from their operating budget to use for this project.  Enactment of the attached budget ordinance amendment would transfer $10,000 from the General Fund to the Capital Projects Fund for the roof repairs project.

 

                     Stormwater Fund

Each year, the General Fund transfers to the Stormwater Management Fund the value of the stormwater fees that are waived for citizens with a homestead exemption from payment of property taxes.  The total amount of these exemptions in the current year is $9,400.  The attached budget ordinance amendment would increase the Stormwater Fund budgeted transfer from $7,200 to $9,400 to balance transfers for the fiscal year.

 

                     Parking Fund

On April 18, 2018, the Town closed on the sale of 127 W. Franklin Street, .14 acres of land, to Investors Title for $300,000.  Enactment of the attached budget ordinance amendment would recognize the sale proceeds and appropriate the funds for the Wallace Deck renovation project.

 

                     Housing Fund

On January 17, 2018, there was a structural fire at one of the apartments in the Town-owned N. Columbia apartment complex.  A claim was submitted to the Town’s insurance provider, Traveler’s Insurance, and the net amount (full cost of repair less depreciation and deductible) that the Town will receive is $32,259.  Enactment of the attached budget ordinance amendment would recognize the insurance proceeds and appropriate the funds for the repairs to the housing unit.

 

                     Library Gift Fund

FY 2019 LSTA Grant - The Chapel Hill Public Library was awarded the FY 2019 Library Services & Technologies Act (LSTA) Grant for $40,000 with a $4,000 local match from the Friends of the Chapel Hill Public Library.  The grant was awarded for the “Ghosts of Chapel Hill: Past, Present and Future” which will fund the planning, creation and production of the first season of a community-driven podcast about local history.  The show will have a point of view that asks listeners to engage with stories from our shared past, consider how that past affects our present, and inspires them to consider the future given what they have learned.  This project will respond to the community’s interest in local history, and provide an outlet for that history that does not require attending a program or lecture.  This project will enlist, engage, and train community collaborators to help gather material for the show.  Finally, this project will lay a strong foundation for the concept of co-creating services with the community and help inform the Town’s future community history center.   Adoption of the attached resolution would authorize the acceptance of the LSTA grant, and enactment of the attached budget ordinance would establish the grant budget of $44,000 for the podcast.

 

                     Transit Capital Grants Fund

GO Triangle Bus Grant - At the May 2, 2018 Council meeting, Council adopted a resolution and project ordinance accepting $2,290,000 in funds from the Research Triangle Regional Public Transportation Authority Board for the purchase of five buses plus the purchase of one additional bus from the Transit Capital Reserve Fund for $459,491.   The item did not account for the costs of tags and taxes for the six buses.  Enactment of the attached project ordinance amendment would amend the grant budget and transfer $81,948 from the Transit Capital Reserve Fund for the tags and taxes for the six new buses.

 

FY 2016 FTA Section 5339 Capital Grant - In April 2018, Chapel Hill Transit was awarded a Federal Transit Administration grant for $427,229 (Federal share at 80%).  The grant is for the engineering and expansion of the employee/visitor parking lot, repairs to existing road structure and fleet lot, preliminary engineering and installation of a new gate for fleet lot, review of possible public-private partnership or other means of securing solar power canopy for bus fleet yard, and capital acquisition administration. A local match of $106,738, which will come from the Transit Capital Reserve Fund, is required. Enactment of the attached project ordinance amendment would establish the grant budget of $534,037.

 

                     Public Housing Capital Grants Fund

The Town has received $1,159 in sales tax refund for the Housing Department in relation to the capital fund project completed in FY 2017. Enactment of the attached project ordinance amendment recognizes the receipt and appropriates the refund to improve the plumbing and concrete areas in the public housing neighborhoods. 

 

                     Affordable Housing Fund

The Town received $170,000 for payments-in-lieu of providing affordable housing approved by the Council from The Courtyards at Homestead.  As directed by Council and stipulated in the special use permits for this project, funds are directed to the Town’s Affordable Housing Fund.  This fund was established to provide local funding support for affordable housing projects.  The Council established eligible activities for the use of these funds.  

 

Enactment of the attached project ordinance amendment would recognize and appropriate the payments-in-lieu of $170,000 received for the following recommended affordable housing activities:

o                     $70,000 for the Opportunity Fund for projects to be determined by Council (endorsed by Council in June 2017)

o                     $100,000 for a general category of grants and deferred loans to non-profit organizations for projects not yet identified.  This allows the Town some flexibility to respond to requests from our affordable housing partners.

 

                     2015 Parks and Recreation Facilities Bond Fund

The Homestead Park Soccer Fields conversion to synthetic turf now has an estimated cost of $1,505,277.  Funding will come from a combination of $288,522 from the 2015 Parks and Recreation Facilities Bond Fund, $800,000 pass-through from the Friends of Parks & Recreation (Carolina Youth Soccer, Inc. and Rainbow Soccer Association) and $416,755 from the Meadowmont CIP projects.  

 

There is currently $200,000 budgeted for this project.  Enactment of the attached project ordinance amendment for the 2015 Parks and Recreation Facilities Bond Fund would move $88,522 from the Cedar Falls Tennis Courts; enactment of the attached project ordinance amendment for the Capital Projects Ordinance Fund would move $9,759 from the Meadowmont Bridge project; enactment of the attached project ordinance amendment would move $106,287 from the 1996 Parks and Recreation Facilities Bond Fund (Meadowmont Bridges); enactment of the attached budget ordinance would move $300,709 from the Capital Projects Fund (Meadowmont Bridges) to the Capital Projects Ordinance Fund for the Homestead Park Soccer Fields project.

A RESOLUTION AUTHORIZING THE ACCEPTANCE OF THE STROWD ROSES SUMMER YOUTH EMPLOYMENT PROGRAM GRANT FUNDS (2018-06-20/R-2)

 

WHEREAS, the Strowd  Roses Summer Youth Employment Program Grant through the Strowd Roses Board of Directors has made funds available for the salaries of summer youth employment program employees for the Town of  Chapel Hill; and

 

WHEREAS, the Strowd Roses Summer Youth Employment Program Grant has awarded funds in the total for the amount of $5,000; and

 

WHEREAS, the funds would be used for salaries for summer youth workers for the Town of Chapel Hill.

 

NOW, THEREFORE BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Manager to accept the Strowd Roses Summer Youth Employment Program Grant funds and to make all necessary assurances.

“SECTION I

 

Transit capital projects as authorized by the Town Council are capital projects funded from Federal Transit Administration (FTA) grants and grants from the State of North Carolina.

 

SECTION II

 

The Manager of the Town of Chapel Hill is hereby directed to proceed with implementation of these transit capital projects within terms of funds appropriated here.

 

SECTION III

 

Revenues anticipated to be available to the Town to complete the project are as follows:

 

 

SECTION IV

 

Amounts appropriated for capital projects are as follows:

 

 

SECTION V

 

The Manager is directed to report annually on the financial status of the project in an informational section to be included in the Annual Budget, and shall keep the council informed of any unusual occurrences.

BE IT ORDAINED by the Council of the Town of Chapel Hill that pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the following project ordinance is amended as follows:

 

“SECTION I

 

The project authorized is the Housing Capital Fund Project budget as approved by the Council on April 10, 2013. 

 

SECTION II

 

The Town Manager of the Town of Chapel Hill is hereby directed to proceed with the project within the terms of the Contract document(s), the rules and regulations of the U. S. Department of Housing and Urban Development, and budget contained herein.

 

SECTION III

 

The following revenue is available to complete the project:

The amounts appropriated for the project are amended as follows:

 

SECTION V

The Finance Officer of the Town of Chapel Hill is hereby directed to maintain within the Project Fund sufficient specific detailed accounting records to provide the accounting to the U. S. BE IT ORDAINED by the Council of the Town of Chapel Hill that, pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the Affordable Housing Fund Ordinance to provide funds to support affordable homeownership opportunities is hereby amended as follows:

 

“SECTION I

 

The Affordable Housing Fund Ordinance as authorized by the Town Council provides funds to purchase properties to create permanently affordable homeownership opportunities.

 

SECTION II

 

The Manager of the Town of Chapel Hill is hereby directed to proceed with implementation of these projects within terms of funds appropriated here.

Revenues anticipated to be available to the Town are hereby amended as follows:

BE IT ORDAINED by the Council of the Town of Chapel Hill that, pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, that the following capital project is hereby amended for Parks and Recreation Improvements funded from 2015 General Obligation Bonds approved by the voters in November 2015.

 

“SECTION I

 

The capital projects as authorized by bond referenda approved in November 2015, and as determined by the Town Council, includes park and recreation facility capital improvements extending beyond one year.

 

SECTION II

 

The Manager of the Town of Chapel Hill is hereby directed to proceed with the implementation of these projects within terms of funds appropriated here.

 

SECTION III

 

Revenues anticipated to be available to the Town to complete the project are hereby amended as follows:

BE IT ORDAINED by the Council of the Town of Chapel Hill that, pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, that the 1996 Parks and Recreation Facilities Bond Fund Ordinance is hereby amended as follows:

 

“SECTION I

 

The capital projects as authorized the Town Council includes park and recreation facilities capital improvements extending beyond one year.

 

SECTION II

 

The Manager of the Town of Chapel Hill is hereby directed to proceed with the implementation of these projects within terms of funds appropriated here.

 

SECTION III

 

Revenues anticipated to be available to the Town to complete the project are hereby amended as follows:

 

 

SECTION IV

 

Amounts appropriated for capital projects are hereby amended as follows:

 

 

SECTION V

 

The Town Manager is directed to report annually on the financial status of the projects in an informational section to be included in the Annual Budget, and shall keep the Council informed of any unusual occurrences.

 

SECTION VI

 

Copies of this project’s ordinance shall be entered into the minutes of the Council and copies shall be filed within five days of adoption with the Manager, Business Management Director and Town Clerk.”

AN ORDINANCE TO AMEND THE CAPITAL PROJECTS ORDINANCE FOR VARIOUS CAPITAL PROJECTS (2018-06-20/O-7)

 

BE IT ORDAINED by the Council of the Town of Chapel Hill that, pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the capital project ordinance for various capital projects funded from a variety of sources is hereby amended as follows:

 

“SECTION I

 

The capital projects as authorized by the Town Council include various capital projects funded from grants, the Capital Improvements Program funds, and other miscellaneous sources of revenue for a variety of projects extending beyond one year.

 

SECTION II

 

The Manager of the Town of Chapel Hill is hereby directed to proceed with the implementation of these projects within terms of funds appropriated here.
