Recommendation(s):

That the Council make appointments to the Parks, Greenways, and Recreation Commission for three (3) Town Residents, effective July 1, 2018, and that the Council adopt a resolution recommending one (1) Orange County Resident for appointment by the Orange County Board of Commissioners.

A RESOLUTION MAKING A RECOMMENDATION TO THE ORANGE COUNTY BOARD OF COMMISSIONERS REGARDING THE ORANGE COUNTY RESIDENT SEAT ON THE CHAPEL HILL PARKS, GREENWAYS, AND RECREATION COMMISSION (2018-06-13/R-13)

 

WHEREAS, the Orange County Board of Commissioners has a resolution regarding the Orange County Appointment and Orientation Process for Boards and Commissions that specifies “… When a vacancy exists, the municipality will be requested to provide to the Board of County Commissioners a resolution with a recommendation for that vacancy;” and

 

WHEREAS, the Chapel Hill Parks, Greenways, and Recreation Commission has reviewed the viable application and made a recommendation to the Chapel Hill Town Council.

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council recommends the Orange County Board of Commissioners appoint _____________________________ to the Chapel Hill Parks, Greenways, and Recreation Commission Orange County Resident position.

MEMORANDUM

SUBJECT: Recommendations for the Parks, Greenways, and Recreation Commission Vacancies

 

DATE: May 15, 2018

 

RECOMMENDATION: The Parks, Greenways, and Recreation Commission met on Tuesday, May 15, 2018 and by a unanimous vote have made the following recommendations to the Town Council for consideration:

 

                     Jochen Schwarz, Reappointment, Town Resident

 

                     Renuka Soll, Appointment, Town Resident

 

                     Alice Armstrong, Appointment, Orange County Resident

 

By a 6-1 vote the Commission made the following recommendation to the Town Council for consideration:

 

                     Chris Daley, Appointment, Town Resident

 

SPECIAL REQUEST(S): No comment

 

BACKGROUND: The Commission noted the following reasons for their recommendations:

Jochen Schwarz has been an excellent member who has provided high-quality input. His interest in economic issues has been a benefit. He is also a champion of a pedestrian/bicycle infrastructure system that would connect Chapel Hill to nearby communities.

 

Renuka Soll spoke with enthusiasm about her application to the Commission. She is a long time member of the community and has extensive volunteer experience, especially in the schools.

 

Chris Daley is a recent university graduate, is new to the Chapel Hill community, and brings a young family. He spoke about his great enthusiasm for the community and his desire to become highly involved. After June 30 the remaining Commission members will be older. He could provide a more youthful perspective for the Commission.

 

Note: Commission member Bench voted for Lydia Kivihya-ndugga. She believes Lydia Kivihya-ndugga has a great interest in environmental issues, appreciates her volunteer work at Northside Elementary School, and provide additional racial diversity.

 

Alice Armstrong would fill the Orange County seat. She spoke passionately about her love of the parks and trails found in Chapel Hill.

 

Note: Communications and Public Affairs notes that the Parks, Greenways, and Recreation Commission reviewed the following applications: Alice Armstrong, Christopher Daley, Taylor Gosk, Lydia Kivihya-ndugga, Leigh Matthews, Bridget Mizener, William Rigby, Jochen Schwarz, Renuka Soll, and Dwight Thomas. No additional applications were received between May 15, 2018 and June 4, 2018.
