Overview: The Town staff will provide the Town Council with an update on the Municipal Services Center project, including an overview of the community workshop discussions including proposed guiding principles the Construction Manager at Risk selection, and the schedule for the Development Agreement.

A RESOLUTION TO RECEIVE AND REFER GUIDING PRINCIPLES FOR THE MUNICIPAL SERVICES CENTER PROJECT TO THE TOWN MANAGER AND TOWN ATTORNEY FOR INCLUSION IN A DEVELOPMENT AGREEMENT (2018-01-31/R-6)
WHEREAS, on September 27, 2017, the Town Council authorized the Town Manager and Town Attorney to negotiate a Development Agreement for a Municipal Services Center on University-owned property on Estes Drive Extension; and
WHEREAS, the negotiation schedule included community workshops to address specific community interests during the negotiation of the Development Agreement; and
WHEREAS, representatives of the proximate neighborhood have worked openly with the neighborhood to share guiding principles that are reflective of neighborhood interests; and
WHEREAS, Town staff and the project design team have been and will continue to be engaged with the neighborhood for the duration of the negotiations; and
WHEREAS, the clarity and transparency offered by guiding principles is recognized as a mutual benefit to the community and the project team; and
WHEREAS, there is general agreement on the guiding principles received this evening; and
WHEREAS, the community and design team will continue to work together to achieve mutually satisfactory outcomes for this project.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Town Manager to include guiding principles, based on the proposal this evening and as further refined through discussions between the community and project team, in the draft Development Agreement when it is presented to the Town Council for their consideration.
