Overview: In April of 2017, the Town Council received an initial presentation on parking needs and potential best practices from staff in response to Council interest in exploring possible tools for requiring new development contribute to meeting the parking demand that it creates.  The Council then asked the Town Manager to bring back follow-up information in January of 2018. This presentation is intended as a refresher and follow-up that provides additional research on Parking Best Practices.

Key Issues

                     The impact that parking availability has on economic development and building form in the town

                     The Town’s future parking needs downtown and in the Blue Hill District

                     The need to identify policies to address demand for parking generated by new development downtown and in the Blue Hill district

 

Fiscal Impact/Resources: Minimal staff time and moderate consultant funding have been required for preliminary research.  The consultant work is mainly focused on assessing current utilization, and current and future need, with some research on selected best practices, with a contract amount of $55,690.  Staff time, consultant funding, and capital funding would likely be needed to pursue public provision of additional parking.  Already, the downtown parking enterprise is challenging to run at break even because of the costs of building and maintaining parking.
