ACTION/DECISION POINTS, INCLUDING STAFF RECOMMENDATION*

Council must make appointments to fill the four empty seats on the Grievance Hearing Board (GHB). Staff recommends that Council review the applications and vote. Staff also recommends council consider a special case to extend terms for members.

TRADEOFFS, ALTERNATIVES, IMPACTS

The GHB is an eight-person board with four current vacancies and two ending on June 30, 2025.  Quorum is five GHB members. Staff request that Council approve a one-year extension to the two term limited positions that’ll expire on June 30, 2025. This will help the board meet quorum for the next year, while the staff review the ordinance.

A RESOLUTION TO EXTEND TWO GRIEVANCE HEARING BOARD MEMBERS TERM FOR AN ADDITIONAL YEAR (2025-06-18/R-12)

WHEREAS, the Grievance Hearing Board doesn’t have enough members to maintain quorum; and

WHERAS, the Town staff intend to review Chapter 14, Human Resources Rules and Regulations in the next year, which may change the GHB membership.

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council extend the term for Liliane S. Komlos and Howard Kallem to expire on June 30, 2026. This will be a partial term for those positions.
