STAFF RECOMMENDATION

Staff recommends that Council reallocate the Orange County Rape Crisis Center FY25 funding award.

ACTION/DECISION POINTS

Council must vote to either approve or deny the reallocation of funds to 2 additional nonprofit agencies.

BACKGROUND AND CONTEXT

Council approved FY 2024-25 funding for Human Services Agencies as recommended by the Human Services Advisory Board (2024-06-12/R-6). This included an allocation of $29,000 to the Orange County Rape Crisis Center.

Council also approved FY 2025-26 funding for the Human Services Funding Program (2025-06-25/R-6), which included funding for the Orange County Rape Crisis Center for FY 2025. However, the Center’s FY 2025 funding was not released, as they had not submitted the required audit by the June 30, 2025, deadline. This council action will reappropriate those funds to 2 additional non-profit agencies.

TRADEOFFS, ALTERNATIVES, IMPACTS

If Council decides to reallocate the unspent Orange County Rape Crisis Center’s funding, it could enable another nonprofit to deliver vital services that directly support the well-being and needs of Chapel Hill residents. If council were not to allocate these funds, they would be unencumbered for the fiscal year and lapse back to the general fund at the end of the fiscal year.

FINANCIAL IMPACT

There’s no expected financial impact. The funds previously carried over from FY 2024-25 to FY 2025-26, where they’ll be used without changing the overall budget.
