Overview: The Wireless Communication Initiative commenced in spring of 2017 in response to forthcoming wireless technology changes, new inquiries from the wireless industry, Federal and State regulatory changes and community concerns. The proposed Master Plan and Ordinance for wireless communications facilities will position the Town to benefit from coming changes as well as guard against unwanted impacts. They delineate a hierarchy that makes it easier to site new wireless telecommunication facilities in lower impact locations in order to steer new facilities to these locations, facilitate deployment of this important infrastructure, and minimize negative impact on neighborhoods and the community.

Recommendation(s): That the Community Design Commission and Planning Commission recommend that the Town Council approve the Wireless Communications Initiative Master Plan and enact the corresponding Wireless Communications Initiative Ordinance. |
Key Issues:
• Maximum wireless communication facility tower heights: residential - 70 feet / non-residential 120 feet
• Small cell wireless communication facilities now allowed in public rights-of-way by NC statute.
Fiscal Impact/Resources: Possible new sources of income if Town chooses to lease
