Endorse a Modification to the State Highway System Along a Portion of Hayes Road and a Portion of 15-501 Service Road

Overview: In March 2023, the North Carlina Department of Transportation (NCDOT) petitioned the Town to remove and realign several portions of right-of-way from the state-maintained highway system. All proposed changes reflect the reality of the situation on the ground and the removal of roadway segments. These portions are:
* Abandon 0.06 miles of Hayes Road (SR 1799), removed during the construction of Glen Lennox Drive and its intersection with 15-501
* Abandon 0.08 miles of 15-501 Service Road (SR 1836), removed during the realignment of the road to support access to Wegman's grocery store
* Add 0.19 miles of 15-501 Service Road (SR 1836), added during the realignment of the road to support access to Wegman's grocery store
The removal or addition of a segment to the state highway system requires the endorsement of the local jurisdiction to proceed. The abandoned segments will remain fee-simple rights-of-way serving municipal bike and pedestrian facilities.
Recommendation(s):
* That the Council adopt Resolution A endorsing the petition submitted by NCDOT for abandonment of a 0.06 mile segment of Hayes Road (Secondary Road 1799) adjacent to Glen Lennox from the State Maintained System
* That the Council adopt Resolution B endorsing the petition submitted by NCDOT for abandonment of a 0.08 mile segment of Secondary Road 1836 adjacent to Wegman's from the State Maintained System
* That the Council adopt Resolution C endorsing the petition submitted by NCDOT for the addition of a 0.19 mile segment of Secondary Road 1836 adjacent to Wegman's to the State Maintained System
