STAFF RECOMMENDATION
Open the hearing, receive public comment, provide feedback on the application, and consider action. The Town Manager recommends approval of the application, subject to the conditions in Ordinance A.

PROCEDURAL CONTEXT
The Land Use Management Ordinance, Town Code Appendix A Section 4.4 requires applicants to seek Council approval of any proposed zoning map amendment.
BACKGROUND AND CONTEXT
The applicant proposes a 100 percent income-restricted multifamily development with between 180 and 200 dwelling units in a single building. Please see the Staff Report for more information.
TRADEOFFS, ALTERNATIVES, IMPACTS
Staff reviewed the requested modifications to regulations and find that the public purpose is served to an equivalent or greater degree.
COMPLETE COMMUNITY CONNECTION
The property is an infill site served by existing infrastructure. It is located near existing greenways and adjacent to the future Bus Rapid Transit corridor. For more analysis of Complete Community considerations, please see the Staff Report.
COMMUNITY ENGAGEMENT
Staff mailed notices to property owners and occupants, according to Land Use Management Ordinance (LUMO) requirements and staff policy. A public information meeting was held on October 17, 2024. Staff have not received significant numbers of phone calls or emails regarding the project. Please see the Staff Report for more information.
