The Advisory Board Membership Policy <https://www.chapelhillnc.gov/Town-Government/Boards-Commissions> states that extending a member’s term by an additional year requires Council approval through a resolution when necessary to ensure the board can effectively conduct its work.
BACKGROUND AND CONTEXT*
The Historic District Commission has only received one application for available seats during the current appointment cycle. To preserve the Commission’s ability to achieve quorum and continue its statutory responsibilities. Staff recommends extending Josh Gurlitz’s term by one year. Doing so would provide much‑needed continuity while additional recruitment efforts continue.
TRADEOFFS, ALTERNATIVES, IMPACTS
If Council chooses not to extend the term, the HDC may face recurring quorum issues that could delay hearings, decisions, and processing of applications. Extending the term ensures uninterrupted Commission function until more applicants can be recruited.
