ACTION/DECISION POINTS*
Council must receive the annual report as part of NC General Statute 160A-536 requirement, which allows the establishment of the defined district, and the Town’s annual performance agreement.
BACKGROUND AND CONTEXT*
The Downtown District is authorized through NC General Statute 160A-536, which permits municipalities to levy an additional tax within a defined district to fund enhanced services beyond baseline municipal operations. Established in 1989, the Chapel Hill Municipal Service District, often referred to as “Downtown” has an additional tax rate that is set separately as part of the annual budget discussed by Town Council. The Town annually contracts services identified as priority of the stakeholders but outside the scope of Town activities. The priority area of cleanliness is the main objective in this service agreement.

The annual contract supports the Town’s goal of maintaining a vibrant, active, and economically sustainable town through supporting local business activity and downtown visitation.
