Overview: This item requests authorization for the Town Manager to enter into a construction agreement with the North Carolina Department of Transportation (NCDOT). NCDOT will reimburse the Town for expenses related to the project. This project will improve drainage in the surrounding area.


Recommendation(s):
* That the Council adopt a resolution authorizing the Town Manager to enter into the State Small Construction Agreement with NCDOT for a reimbursement amount of up to $230,166.

Key Issues:
* After several storm events that have impacted this surrounding area, NCDOT decided to replace the undersized stormwater culvert pipes under Ephesus Church Road (NCDOT maintained road).
* The project requires Orange Water and Sewer Authority (OWASA) to relocate a watermain. NCDOT requested the Town's assistance to use the Elliott Road Extension project contractor and their OWASA permit to replace the watermain.
* NCDOT authorized the Town to expend $18,000 for design and $212,166 for construction costs for a total reimbursement amount of up to $230,166.
* The Town's responsibility has been completed and NCDOT has begun its portion of the work. The project is anticipated to be completed by the end of October 2023.

Fiscal Impact/Resources: The State Small Construction Agreement will be for NCDOT to reimburse the Town for the costs of its portion of the project up to $230,166.
