Overview: The purpose of this item is to open the public forum for the Community Development Block Grant (CDBG) Program and receive comments from the public to guide the development of goals and funding priorities for the CDBG program plan.


Recommendation(s):
That the Council receive comments on housing and community development needs for the annual Community Development Block Grant (CDBG) program plan.
Overview of the CDBG Program and Needs Assessment
* The Town of Chapel Hill receives an annual allocation of Community Development Block Grant (CDBG) funding from the U.S. Department of Housing and Urban Development (HUD) to address community development and affordable housing needs.
* This is the first of two public forums the Town conducts during the development of a plan for use of federal CDBG funds. The Council will hold a second public forum in April 2022.
* The Town must submit the plan to HUD by May 15, 2022.
* Staff will use comments received to help develop strategic goals and funding priorities for the 2022-2023 CDBG annual program plan.
* Eligible activities, described in the attached document, must serve households earning less than 80% of the area median income, or $69,100 for a household of four in our area.
* Consistent with our Participation Plan, we included notice of tonight's forum in the Herald Sun on October 17, October 24, and 31; in the Town's e-news; on the Town's webpage; on the Town's social media; and directly to our affordable housing and community development partners.
* The annual Community Development program plan, submitted to HUD, will include all comments received in writing and at public forums.
