STAFF RECOMMENDATION*

Staff recommends that Council enact (2024-11-20/O-1) on second reading disbanding nine advisory boards and relying on staff-led equitable engagement and, on an as-needed basis, issue-oriented task forces and working groups.

ACTION/DECISION POINTS*

The Council voted to approve the ordinance on November 20, 2024, by a 5-4 vote. Because it wasn’t affirmed with a two-thirds vote, a second vote is required before becoming final. At second reading, an ordinance requires only five votes to be enacted.

LEGISLATIVE CONTEXT*

General law, § 160A-75(c), provides that no ordinance (except for a budget, bond order, franchise ordinance, and legislative decision for development regulation) may be enacted at the meeting it’s introduced unless it receives two-thirds vote. An ordinance failing to receive the requisite vote simply goes over to the next regular meeting of the Council for a second vote before becoming final.
