Overview: Updating the Town's energy policy for conditional rezoning applications can help achieve the goals of the Town's Climate Action and Response Plan. The updated policy will improve energy efficiency in new buildings, facilitate the community's transition to electric vehicles, and encourage project designs that align with the Climate Action and Response Plan. The attached policy proposal, endorsed by advisory boards as described below, will replace the previous policy from 2007. To support its implementation, we suggest creating templates and tools to simplify how applicants demonstrate compliance. Additionally, staff can use insights from this policy to inform updates to the LUMO rewrite. Staff received technical assistance from Advanced Energy, a Raleigh-based non-profit energy consulting firm. A summary of that assistance is linked below.

That the Council adopt the attached resolution to modernize the Town's energy policy for conditional rezoning applications and align it with the Climate Action and Response Plan.
Fiscal Impact/Resources: There are no fiscal/resource impacts associated with the proposed changes to the Town's energy policy.
