LEGISLATIVE CONTEXT*
Development regulations adopted under the Town’s planning and zoning authority must be adopted by ordinance. N.C. Gen. Stat. § 160D-601.
Prior to any formal action, Council has requested opportunities to have high-level policy discussions regarding the updated LUMO.
BACKGROUND AND CONTEXT*
The Town is rewriting its Land Use Management Ordinance (LUMO) for the first time in over 20 years. This will be the ninth Council meeting regarding the updated LUMO since October 2023.
The main topics for discussion at this Council meeting are:
(1) Neighborhood commercial development
(2) Updates to stormwater management regulations
COMPLETE COMMUNITY CONNECTION
The LUMO Update is an opportunity to implement various elements of the Town’s Comprehensive Plan, with the Complete Community Strategy at the forefront. The recommendations included in the attached memo will help the Town facilitate more walkable neighborhoods, support more dense development, and enhance environmental protections.
