BACKGROUND AND CONTEXT*
The Housing and Community Development Department periodically provides updates to Council on affordable and public housing activities.
Affordable Housing Annual Report
The FY26 Affordable Housing Report (attached) shows that Chapel Hill continues to face rising pressure on housing affordability, with sharp increases in both median home values and rents contributing to a growing share of costburdened households across all income levels. Despite steady growth and diversification in the housing supply and strong local investment, affordability challenges exist.
The Town has expanded its inventory of incomerestricted units, approved and supported unprecedented numbers of affordable units, and advanced most recommendations in the Affordable Housing Plan. But while the Town has achieved substantial gains in unit preservation, development remains stubbornly slow. Overall, the trends indicate a community investing heavily and making measurable progress yet still contending with structural affordability gaps and market forces that continue to challenge local interventions.
HUD Recovery Status
In 2026, HUD improved the City’s Public Housing designation from Troubled to Substandard Management. Staff met with HUD in September 2026 to finalize the new Substandard Management Recovery Plan. Formal HUD approval is expected in the coming weeks.
