Overview: Enacting the ordinance will establish "no parking anytime except by Residential permit" on the south side of Longview Street between Columbia Street and Martin Luther King Jr. Boulevard. Property owners on Longview Street agree with these new parking regulations.


Recommendation(s):
That the Council enact the attached ordinance, which establishes no parking anytime except by residential permit on the south side of Longview Street between Columbia Street and Martin Luther King Jr. Boulevard.

Key Issues
* The Town maintains Longview Street.
* Parking is currently prohibited on the north side of the street. Parking is permitted on the south side of the street without any special permits.
* In response to the residents' request, Town staff met with them to review parking on Longview Street and recommended "no parking anytime except by residential permit" as presented in the attached ordinance.
* Many UNC students and commuters park on the south side of the street, which reduces parking availability for the area residents and visitors.

Fiscal Impact/Resources: The estimated $1,000 cost for changing the existing signs for the new parking regulations, including staff time, would come from the operating budget of the Traffic Engineering Division. Currently the Parking Services Division provides periodic daytime enforcement, Monday through Saturday in the neighborhood. Weekly enforcement at 9 p.m. and on Sunday would be generated by complaint and enforced by the Police Department, based on the available resources.
