Overview: The Town's Public Housing Department receives its operating subsidies (Operating Funds and Capital Funds) from the U.S. Department of Housing and Urban Development (HUD) for the maintenance and preservation of its properties. The FY 23 grant is $231,958 more than anticipated. This memo identifies the proposed uses and seeks council approval of the proposal.
Recommendation(s):
That Council adopt a resolution and enact a project ordinance amendment approving the additional $231,958 in Capital Grant Funds for FY23.
Background:
Proposed Amendment:
* Council approved the Public Housing Capital Fund Ordinance on June 8, 2022 (2022-06-08/R-2)
* Housing & Urban Development (HUD) released their 2022/2023 awards in August 2023.
* Award is $231,958 more than was anticipated.
* Council approval is required to amend the project ordinance.
* Proposed Amendment allocates more funding to cabinet renovations and appliance upgrades which would allow us to serve more of the Public Housing apartments.
Next Steps:
* If the amendment is approved by the Council, we would forward the amended plan to HUD for approval.
Fiscal Impact:
* Enactment of the Ordinance would budget $231,958 more for eligible Capital Fund activities.
