Overview: Subsequent to the Council's discussion on April 11, staff has further discussed the North Carolina Parks and Recreation Trust Fund (PARTF) land acquisition grant application for a portion of the American Legion property. We have determined that two options exist:
* To take no action on this land acquisition PARTF grant application opportunity and apply in the future for a PARTF grant for park development. This could take place after the Council approves a conceptual plan for the property.
* To move forward with the staff recommendations presented on April 11.
Recommendation(s):
That the Council take no action at this time on the Parks and Recreation Trust Fund (PARTF) grant application for land acquisition purposes, but to work on a new PARTF program development grant application after the Council has agreed on a program for the property.
Key Issues:
* Any PARTF grant application intended for reimbursement of land costs would have to be submitted by May 1, 2018.
* Applications for park development can be made each year, assuming the NC legislature appropriates funds for this purpose.
Fiscal Impact/Resources: There are no know costs to the Town for delaying the application process.
