Overview: In 2013 the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC-MPO), on behalf of the Town of Chapel Hill, submitted a project to the North Carolina Department of Transportation (NCDOT) transportation prioritization process to construct a roundabout at the intersection of Mt. Carmel Church Road and Bennett Road. The project was included in the 2016-2025 State Transportation Improvement Program, with construction scheduled to begin in summer 2018.
Town staff has worked with NCDOT over the past several years to finalize the design and negotiate bike-ped accommodations to be included with the project. NCDOT agreed to construct multiuse paths on all four corners of the intersection in exchange for right of way and permanent drainage/utility easements totaling approximately .3 acres of Town Property on the southwest corner of the intersection (see attached map).
The Municipal Agreement, Deed for Highway Right of Way, and Acknowledgement of Voluntary Donation of Property forms include this arrangement, and it is reflected in the attached resolution.
Recommendation(s):
That the Council adopt the attached resolution authorizing the Town Manager to:
* enter into a Municipal Agreement with NCDOT for construction of a roundabout at Mt. Carmel Church Road and Bennett Road;
* sign a Deed for Highway Right of Way; and,
* sign an Acknowledgement of Voluntary Donation of Property.
