Staff recommends that the Council receive comments on housing and community development needs for the annual Community Development Block Grant (CDBG) program plan.

LEGISLATIVE CONTEXT*
U.S. Department of Housing and Urban Development (HUD) requires communities that receive federal CDBG funding to hold two public hearings during the development of a plan for the use of their funds. The Council will hold a second public hearing in April 2026. The Town must submit the plan to HUD by May 14, 2026.
BACKGROUND AND CONTEXT*
The Town of Chapel Hill receives an annual allocation of CDBG funds from the HUD to address community development and affordable housing needs.
Staff will use comments received to help develop strategic goals and funding priorities for the annual CDBG program plan. Eligible activities, described in the attached document, must serve households earning less than 80% of the area median income (AMI). In 2026, 80% of AMI is $92,500 for a household of four in our area.

The annual CDBG Program Plan, submitted to HUD, will include all comments received in writing and at public hearings.
FINANCIAL IMPACT
The Town is a CDBG Entitlement Community and receives an annual allocation from HUD. We anticipate that the Town's FY27 allocation will be similar to the FY26 allocation of $415,188. HUD typically notifies the Town of the amount of the grant allocation in the spring.
