STAFF RECOMMENDATION

Open the hearing, receive public comment, provide feedback on the application, and continue the hearing to November 19, 2025.

Staff recommend that Council consider the requested modification, with the other conditions of the approval of the original Conditional Zoning District remaining in effect.

PROCEDURAL CONTEXT

The Land Use Management Ordinance, Town Code Appendix A Section 4.4.7(h) requires applicants to seek Council approval of any proposed major modification to a zoning map amendment.

BACKGROUND AND CONTEXT

Council originally approved a Conditional Zoning District for this site in 2023. The applicant proposes a modification to the Affordable Housing Plan. Please see the Staff Report for more information.

COMPLETE COMMUNITY CONNECTION

The requested modification does not change staff’s assessment of comprehensive plan consistency.

COMMUNITY ENGAGEMENT

Staff provided mailed notice to neighbors and other notifications according to LUMO requirements. Staff have not received significant numbers of phone calls or emails regarding this application.
