Overview: The North Carolina Department of Transportation (NCDOT) adopted a Complete Streets Policy in August 2019. This Policy requires NCDOT to pay for bicycle, pedestrian, and transit facilities as part of major roadway construction projects, if they are in locally adopted plans. Town staff proposes updating the system recommendations in the Mobility and Connectivity Plan (2017) to position the Town to have the best facilities built as a result of the new policy.


Recommendation(s):
That the Council adopt the proposed updates to the Mobility and Connectivity Plan.

Key Issues:
* The Mobility and Connectivity Plan is a component of the Town's Comprehensive Plan and the Council must approve updates.
* Staff sought input from the Transportation and Connectivity Advisory Board; the Parks, Greenways, and Recreation Commission; the public via virtual public information meeting, virtual office hours, and an online survey; and the Planning Commission.
o Staff used a Story Map to simplify the information and make it easier to understand for the public outreach.
* The proposed updates are limited to facilities along NCDOT-maintained roads, as well as minor realignment of the off-road multiuse paths in the northwest corner of Town to align with recent developments in the vicinity and maximize connectivity.
