Overview: The Inter Faith Council (IFC) will provide a presentation on their Food First project. IFC's mission is to confront the causes and respond to the effects of poverty in our community. Upon completion of the Food First facility, IFC will fully transition its operations from the Historic Town Hall Building located on Rosemary Street and expand its services in the new location in downtown Carrboro.


Recommendation(s):
That the Council receive and refer this request to the Town Manager for follow-up.

Background: In January of 2018, IFC submitted an Outside Agency funding application to the Town requesting funds for the Food First project. At that time, staff recommended that the Council consider use of Community Development Block Grant (CDBG) funds for this request. Staff later learned that IFC would not be able to use CDBG funds due to federal contracting requirements. At that time, the Council asked that the IFC return to share its plans for the Food First Project and further describe their request for funding from the Town.

Fiscal Impact/Resources: The Inter-Faith Council for Social Service has requested that the Town of Chapel Hill consider supporting their capital campaign with a pledge of $300,000 over a period of four years.

If the Town Council wishes to pursue the request from the Inter-Faith Council, the Town Council can direct the Town Manager to:
1. Include in the FY 2019 adopted budget. This would require the Town to either a) appropriate fund balance in the General Fund or b) unfund a program/service that is currently included in the General Fund budget.
2. Include the request as part of the FY 2020 recommended budget.
