Overview: Article IV, Campaign Disclosure and Contribution Limitations, of Chapter 2, Administration, of the Town Code of Ordinances needs to be updated to be consistent with revisions to State law.

Recommendation(s): |
That the Council enact an ordinance updating Section 2-72 of the Town Code of Ordinances.
Key Issues:
• In 2017, North Carolina General Assembly Session Law 2017-6 revised the State’s election laws.
• The updated State law changes the statutory reference for exemptions from the campaign contribution limits.
• The updated State law also changes which contributions are exempted from the contribution limits. Under the prior law, contributions from a candidate and a candidate’s spouse, parents and siblings were not restricted. Under the new law, applied by reference in Section 2-72 of the Town Code, contributions from parents and siblings of a candidate are now subject to the monetary limit.
