Overview: The Council may award a bid to Turner Asphalt GC, LLC for street reconstruction tonight. The project is on Hillsborough Street from the intersection with Franklin Street to the intersection with Martin Luther King Jr. Blvd.


Recommendation(s):
That the Council:
* Adopt the attached resolution awarding a bid and authorizing the Town Manager to execute a contract with the lowest responsive, responsible bidder, Turner Asphalt GC, LLC, in an amount of $792,047.50, including the base bid of $745,757.50, and Alternate II for $31,090 and Alternate III for $15,200;
* Authorize the Town Manager to approve change orders as necessary provided that the contract cost remains within the amount budgeted of $850,000.

Background:
* The Town advertised the project for bid on August 23, 2018 and held a non-mandatory pre-bid conference on August 29, 2018. The Town received two bids on September 12, 2018, and in accordance with N.C.G.S. 143-132, re-advertised the project on September 27, 2018. The Town received two bids on October 8, 2018, and staff qualified Turner Asphalt GC, LLC as the lowest responsive, responsible bidder.
* The project will be scheduled for Fall 2018 or Spring 2019 depending on the contractor's availability.
* In the Town's most recent Pavement Condition Survey in 2016, Hillsborough Street segments were rated Poor to Very Poor (a rating of 42 to 63).
* This project was coordinated with OWASA to follow the 2017-2018 water/sewer line replacement project on Hillsborough Street.
* Hillsborough Street is a multi-modal collector street. Collector streets provide both through-traffic and land-access services, often linking the local street system to the arterial street system.
