SUBJECT: Recommendation for the vacancy(s)

RECOMMENDATION: The Housing Advisory Board met on Tuesday, June 13, 2023 and by a unanimous vote made the following recommendation(s) to the Town Council for consideration:

* Joelle Permutt, Appointment, Real Estate Broker seat
* Robert Dowling, Reappointment, Housing, Planner, or Public Policy Expert seat

SPECIAL REQUEST(s): At their June 13, 2023 meeting, the HAB elected to delay their recommendation on the two open tenant/homeowner seats until late summer so they would be able to invite all applicants for those seats to join the HAB meeting and answer questions. The HAB preferred to consider all applicants together, including the application for incumbent HAB member Sue Hunter, when voting for the two open tenant/homeowner seats

BACKGROUND:
The Board recommended Joelle Permutt based on her work as a real estate agent in the Town of Chapel Hill and interest in serving her community and promoting housing as a foundational element of health.
The Board recommended the reappointment of Robert Dowling based on his 25 years of experience leading a local affordable housing organization - Community Home Trust - and his expertise in affordable homeownership and the Town's Inclusionary Zoning policy.
