BACKGROUND AND CONTEXT*
On April 15, 2026, the Council appointed Judith Miller to the Orange Water and Sewer Authority (OWASA) Board of Directors. As a result of this appointment, Judith resigned from the Board of Adjustment on April 20, 2026. Her term on the OWASA Board will begin on April 30, 2026, and will continue through the current vacancy period, ending June 30, 2029.
