STAFF RECOMMENDATION

Staff finds that the project, with the requested modifications to regulations and subject to the stipulations in Resolution A, can comply with all regulations of the Land Use Management Ordinance (LUMO). Staff recommends Council evaluate the requested special use permit modification using the applicable Findings of Fact.

LEGISLATIVE CONTEXT

LUMO Section 4.5 requires Council approval for major Special Use Permits. 

BACKGROUND AND CONTEXT

The applicant proposes a new 195-foot-tall non-concealed wireless telecommunications tower on a 4.3-acre site. Please see the Staff Report for more information.

TRADEOFFS, ALTERNATIVES, IMPACTS

Staff have reviewed the requested modifications to regulations and believe that Council can find that public purposes are served to an equivalent or greater degree. Please see the Staff Report and Resolution A for more information.  

COMPLETE COMMUNITY CONNECTION

Although the site is located along a transit corridor and is near existing greenways, it is located within the 100-year floodplain and identified as future parks and open space on the Future Land Use Map (FLUM). Please see the Staff Report for more analysis of Complete Community considerations.

COMMUNITY ENGAGEMENT

Staff have provided mailed notice to abutting property owners according to LUMO requirements.
