STAFF RECOMMENDATION

Staff finds that the project, with the requested modifications to regulations and subject to the stipulations in Resolution A, can comply with all regulations of the Land Use Management Ordinance. The Town recommends Council evaluate the requested special use permit under the applicable Finding(s) of Fact during an evidentiary hearing.

PROCEDURAL CONTEXT

The Land Use Management Ordinance, Town Code Appendix A Section 4.5(b) requires Council issuance of Special Use Permits for projects involving more than 40,000 square feet of land disturbance. LUMO also allows Council to make modifications to regulations if the modifications satisfy the purposes of LUMO.

BACKGROUND AND CONTEXT

The applicant proposes construction of a new golf training facility at Finley Golf Course.

TRADEOFFS, ALTERNATIVES, IMPACTS

Staff have reviewed the requested modification to regulations and find that the public purpose is served to an equivalent or greater degree

COMPLETE COMMUNITY CONNECTION

The property is a university-owned site used for athletic and recreational activities. Although it is not located in a Focus Area, the Future Land Use Map designates the site for university-related activities. 

COMMUNITY ENGAGEMENT

Staff have provided mailed notice to neighbors. A public information meeting was held on May 30, 2024. Staff have not received any phone calls or emails regarding the project.
