Overview: The attached Memorandum of Understanding and Agreement proposes adjustments to the planned road improvements along High School Road associated with the approved special use permit modifications for the Chapel Hill High School (under construction) and the Schools' Maintenance Building (not yet under construction).
Under the proposed Cost-Share Agreement, the approved bike lanes on both sides of High School Road would be eliminated. Instead, the Schools would construct an off-road combined bicycle-pedestrian pathway allowing the Schools substantial cost savings for the High School project underway and avoiding future expenses associated with the Maintenance Building project.
Based on changes to State Law enacted while the High School Special Use Permit Modification application was pending, the Agreement proposes that the costs of the revised improvements be shared by the Schools and the Town, as explained in more detail in the attached Technical Report.
Recommendations:
That the Council approve the Memorandum of Understanding and Agreement to adjust the High School Road improvement plans and to share the costs of the road improvements; and,
That the Council enact the attached budget ordinance amendment to allocate funding up to $200,000 as the Town's share of the bicycle/pedestrian improvements. The Town would also cover expenses associated with the SUP-stipulated bus shelter within this monetary limit.
