STAFF RECOMMENDATION
Staff recommends that the Council receive comments on housing and community development needs for the annual Community Development Block Grant (CDBG) program plan and the 5-year CDBG Consolidated Plan.

LEGISLATIVE CONTEXT
The U.S. Department of Housing and Urban Development (HUD) requires communities that receive federal CDBG funding to hold two public forums during the development of a plan for the use of their funds. The Council will hold a second public forum in April 2025. The Town must submit the plan to HUD by May 16, 2025.
BACKGROUND AND CONTEXT

The Town of Chapel Hill receives an annual allocation of CDBG funds from the U.S. Department of Housing and Urban Development (HUD) to address community development and affordable housing needs.
Staff will use comments received to help develop strategic goals and funding priorities for both the annual and 5-year CDBG program plans. Eligible activities, described in the attached document, must serve households earning less than 80% of the area median income, or $105,900 for a household of four in our area.

The annual Community Development Program Plan, submitted to HUD, will include all comments received in writing and at public forums.
FINANCIAL IMPACT
The Town is a CDBG Entitlement Community and receives an annual allocation from HUD. We anticipate that the Town's FY26 allocation will be like the FY25 allocation of $437,331. HUD typically notifies the Town of the amount of t...
