BACKGROUND AND CONTEXT

Council received an update on the scope of work related to the Parks and Recreation Comprehensive Master Plan on May 14, 2025.  The attached staff report provides an update on the engagement phase that took place throughout the spring, summer, and fall of 2025.  This report provides a high-level summary of the engagement phase of the Master Plan process.  The consultant will be presenting a detailed analysis and recommendations for the final plan in summer of 2026.

FINANCIAL IMPACT

The Parks and Recreation Comprehensive Master Plan Process is being funded through the department’s approved budget. There are no additional fiscal impacts associated with this update.

COMPLETE COMMUNITY CONNECTION

Open space, natural areas, greenways, recreation events, programs, and facilities are key elements of the Complete Community Strategy.

COMMUNITY ENGAGEMENT

Staff from the Parks and Recreation Department worked with staff from the Communications & Engagement Division of the Manager’s Office to design a community engagement plan. The entire engagement summary, including touchpoints and equitable engagement approach details, is attached to this document. Some highlights include:

                     9,000 touchpoints

                     48 in-person opportunities for engagement

                     In-person, digital, and paper formats to receive feedback

                     Focus groups hosted in all of our primary languages
