STAFF RECOMMENDATION*

Staff recommends that Council open the public hearing, receive comments from the public, motion to close the public hearing, and consider enacting the budget ordinance on June 10, 2026.

LEGISLATIVE CONTEXT*

G.S. § 160A-148(5): The manager shall prepare and submit the annual budget and capital program to the council.

G.S. § 159-12: Before adopting the budget ordinance, the council shall hold a public hearing at which time any person who wish to be heard on the budget may appear.

BACKGROUND AND CONTEXT*

The FY 2026-27 Recommended Budget was presented to Council on May 6, 2026.  The purpose of that meeting was to receive the recommended budget. 

The budget work session was on May 13, 2026.  That is an opportunity for Council and staff to review, discuss, and refine the recommended budget before it is formally adopted in June.  Its purpose is to make sure that Council understands the Town’s financial picture and that the budget is aligned with Council’s highest priorities and invests in core operations and strategic initiatives to advance those goals

The budget public hearing is a mandatory, legally required forum that allows community members to voice opinions on the proposed budget before its final adoption.  The primary purpose is to ensure transparency and accountability, providing for an opportunity for the community to influence how tax dollars are spent.
