STAFF RECOMMENDATION*
Staff recommend that the Council adopt the resolution and enact the project ordinance approving the Capital Grant program plan for 2026-2027.

LEGISLATIVE CONTEXT*
The Town Council serves as the board of the Town’s Public Housing Authority (PHA) which provides oversight to the Town’s public housing program. Responsibilities of the PHA board include overseeing department operations and governance, setting policies, approving budgets, and ensuring compliance with federal regulations.
Council approval is required to spend funds on eligible projects. If program plans are not approved and the ordinances are not enacted, the Town would not be able to proceed with using these funds for Capital Fund Program activities.
BACKGROUND AND CONTEXT*
Each year the Town receives a Capital Fund allocation from the U.S. Department of Housing and Urban Development (HUD) for modernization of our public housing units and programs that provide services to our residents.
Funds are allocated by a formula rather than a competitive application process. For program year 2026-2027 the Town received $1,116,662. HUD establishes timelines for when funds must be spent. For these funds, we must have contracts in place by April 1, 2028, and spend funds by April 1, 2030.
