LEGISLATIVE CONTEXT*
The Town, as one of the four members of the HOME Investment Partnerships Program (HOME) Consortium, must approve the Consolidated Plan before the document is submitted to the HUD Office of Community Planning and Development by July 11, 2025.
BACKGROUND AND CONTEXT*
The Town is a member of the Orange County HOME Investment Partnerships Program (HOME) Consortium, known as the Local Government Affordable Housing Collaborative (LGAHC), along with Orange County and the Towns of Carrboro and Hillsborough. Orange County administers the HOME funding on behalf of the LGAHC, which is made up of elected officials and affordable housing staff from the HOME Consortium. The County's administrative role includes overseeing the HOME funding allocation process and the creation of the 5-Year Consolidated Plan.
The 5-Year Consolidated Plan determines the HOME Consortium priorities for HUD funding, including HOME and CDBG, over the next five years from 2025-2029. The Town of Chapel Hill receives an annual allocation of Community Development Block Grant (CDBG) funding from HUD to address community development and affordable housing needs.
