Overview: On March 24, 2021, the Council initiated a process to consider a text amendment to revise the membership, quorum, and/or voting rules of the Community Design Commission (CDC). This came in response to a recommendation from the Council Committee on Boards and Commissions and a petition from the CDC.
Recommendation(s):
That the Council adopt the resolution calling a public hearing on September 1, 2021 to amend the rules of the Community Design Commission in the Land Use Management Ordinance.
Key Issues:
* The CDC has nine (9) member seats, and three (3) are currently vacant. A limited number of candidates with design background has contributed to ongoing vacancies.
* At least seven (7) member seats are necessary to maintain compliance with North Carolina General Statutes.
* The vacancies can make it difficult to achieve quorum at meetings and to take official actions. A quorum of the CDC is defined as consisting of five (5) members. A concurring vote of five (5) members is necessary for the Commission to take any official action, such as an application approval.
