Overview: This amendment responds to a Council Member inquiry about traffic safety at this location. Staff analyzed five years of crash data that showed crash types and locations that might be mitigated with a prohibition of right turn on red westbound on Mt. Carmel Church Road at US 15-501/Culbreth. If Council enacts the ordinance, Town staff will install signs at this intersection to indicate where right turn on red is prohibited.

That the Council enact an ordinance that amends turn regulations, prohibiting right turn on a red signal westbound on Mt. Carmel Church Road at US 15-501/Culbreth.
Key Issues:
• Town and North Carolina Department of Transportation staff reviewed the request. No Turn on Red signs are warranted by the Manual on Uniform Traffic Control Devices Section 2B.54.
• Eight vehicular crashes have occurred at this intersection between 2017 and 2023.
• Staff recommends implementing this change to reduce conflicts at this intersection.
