Overview: Chapel Hill Public Library uses Sierra Software Services Integrated Library Systems platform to manage patron accounts and collections. The sole source provider for this database is Innovative Interfaces. The annual FY25 hosting and software fees total $101,794.12 with an anticipated increase of 3.5% in FY26.
Recommendation(s):
That the Council authorize the Town Manager to negotiate and execute a sole source contract for Sierra Software Services hosted ILS Platform.
Fiscal Impact/Resources: The Library's recommended FY25 budget includes funding for this purpose.

A RESOLUTION AUTHORIZING THE TOWN MANAGER TO NEGOTIATE AND EXECUTE A SOLE SOURCE CONTRACT FOR SIERRA SOFTWARE SERVICES HOSTED ILS PLATFORM (2024-06-05/R-3)
WHEREAS, Chapel Hill Public Library uses Sierra Software Services Integrated Library Systems platform to manage patron accounts and collections.; and
WHEREAS, the sole source provider for this database is Innovative Interfaces.; and
WHEREAS, sole source purchases must be approved by the governing board of a political subdivision of the State pursuant to N.C.G.S. 143-129(e) (6).1
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorize the Town Manager to negotiate and execute a sole source contract for Sierra software services hosted ILS platform.
