Amend Chapter 21 of the Town Code of Ordinances for No Through Trucks on East Rosemary Street from Boundary Street to Henderson Street.

Overview: Enacting the ordinance will prohibit through trucks on East Rosemary from Boundary Street to Henderson Street. This recommendation is in response to an interest in reducing the truck through traffic and related noise along this residential section of East Rosemary Street.

 

Recommendation(s):

That the Council enact the attached ordinance, which would prohibit “through trucks” on East Rosemary Street between Boundary Street and Henderson Street.

 

Key Issues:

                     The Town maintains East Rosemary Street.

                     Trucks are increasingly using East Rosemary Street given the construction project on East Rosemary Street and future growth in the downtown.

                     The Council previously enacted an ordinance for “no through trucks” on East Rosemary Street between Boundary Street and Hillsborough Street; on Henderson Street between North Street and East Rosemary Street; and on North Street between Henderson Street and Martin Luther King Jr. Boulevard.

                     Town staff reviewed the concern and are amenable to the ordinance change.

 

Fiscal Impact/Resources:

 

The staff estimate a $500 cost for installing the signs, including staff time. The Traffic Engineering Division operating budget could absorb this cost. Enforcement of the ordinance will have a minimal impact on the Police Department.

AN ORDINANCE AMENDING CHAPTER 21 OF THE TOWN CODE OF ORDINANCES REGARDING TRUCK REGULATIONS (2023-05-10/O-3.1)

 

BE IT ORDAINED by the Council of the Town of Chapel Hill that Chapter 21, Article I, Section 21-6(a)- Restrictions on through truck traffic. of the Code of Ordinances, Town of Chapel Hill, North Carolina, is hereby amended to read as follows:

 

Section 1. Section 21-6(a) of the Town Code of Ordinances, “Restrictions on through truck traffic.” is hereby amended by adding the following to the table in alphabetical order:

HENDERSON”

 

Section 2.   This ordinance shall become effective upon enactment.
