Overview: The Development Plan for the main campus of UNC-Chapel Hill requires the University to provide annual reports to Council regarding transportation-related impacts of development on campus.

Recommendation(s): |
That the Council receive the report from University staff regarding transportation-related impacts of development on campus.
Key Issues:
• On June 27, 2005, the Council approved a resolution requesting that the University submit an Annual Development Plan Report on Transportation associated with development in the Office/Institutional-4 (OI-4) zoning district on the University campus. The Council also approved the guidelines for the development of the Report. A copy of the resolution and the guidelines are attached.
• The Council resolution requests that:
o The University provide the Town with an annual report titled “Annual Development Plan Report on Transportation”;
o The annual transportation report be provided in addition to the biennial “Transportation Impact Analysis Report”;
o The annual transportation report be submitted in December of each year beginning in December 2005 and thereafter until the end of the current Development Plan cycle; and
o The annual report be a condensed, stand-alone document prepared and organized as follows:
§ Overview of the Development Plan;
§ Discussion of changes in transportation issues associated with the Development Plan; and
§ Discussion of mitigation measures and recommendations including the existing and the proposed traffic calming measures on campus and in adjacent neighborhoods.
• This overview transmits the 2022 report. The Council previously received the reports from 2005 to 2021.
• Town staff reviewed the report and finds that, in general, it is prepared in accordance with the approved guidelines.
• Traffic volumes generally have remained stable, or in some cases decreased. The next scheduled traffic counts for roadway segments in the report will be in Fall 2023.
