Overview: We recommend that the Council award a bid to Cinderella Partners, Inc. to construct intersection improvements at North St. /Martin Luther King Jr. Blvd/North Columbia St. The project will reconfigure the intersection to better align North St. with North Columbia St. This project will also include a new traffic signal and pedestrian crosswalks at the intersection.

 

Recommendations:

That the Council:

                     Adopt the attached resolution awarding a bid and authorizing the Town Manager to execute a contract with the lowest responsive, responsible bidder, Cinderella Partners, Inc., in an amount of the submitted bid of $874,133.43.

                     Authorize the Town Manager to approve change orders as necessary provided that the contract cost remains within the budgeted amount.

 

Key Issues

                     Intersection improvements at North St./ Martin Luther King Jr. Blvd./ North Columbia St. will support the smooth operation of the new Rosemary Parking Deck and make access to North Columbia St. easier as they exit the deck.

                     These improvements were anticipated in the design of the Rosemary Parking Deck.

                     The Town advertised the project for bid on August 7, 2023, and held a non-mandatory pre-bid conference on August 14, 2023. The Town received no bids on August 28, 2023. 

                     The Town re-advertised the project for bid on September 25, 2023, and held a non-mandatory pre-bid conference on September 28, 2023. The Town received one bid on October 16, 2023. 

                     Staff qualified Cinderella Partners, Inc., as the lowest responsive, responsible bidder.

                     Staff anticipates that the contractor will begin the project in Fall 2023 with completion in mid to late Spring 2024.

 

Fiscal Impact/Resources: The project budget comes from the 2015 Streets and Sidewalk Bond funds in the amount of $874,133.43 for a total budget of $1.1 million including contingency.

A RESOLUTION AUTHORIZING THE TOWN MANAGER TO EXECUTE A CONTRACT WITH CINDERELLA PARTNERS, INC., IN AN AMOUNT OF $874,133.43 FOR INTERSECTION IMPROVEMENTS AT NORTH ST. / MARTIN LUTHER KING JR. BLVD./ NORTH COLUMBIA ST. PROJECT (2023-10-25/R-4)

 

WHEREAS, the Town of Chapel Hill solicited formal bids for construction of intersection improvements at North St./ Martin Luther King Jr. Blvd./ North Columbia St. on the Town website on August 7, 2023 and in accordance with N.C. General Statute Sec. 143-129; and

 

WHEREAS, the Town of Chapel Hill held a non-mandatory pre-bid conference on August 14, 2023 and September 28, 2023; and

 

WHEREAS, one responsive bid was received and opened on October 16, 2023; and

 

WHEREAS, the responsive bid was evaluated and Cinderella Partners, Inc. was determined to be the lowest responsive, responsible bidder; and

 

WHEREAS, the Cinderella Partners, Inc., bid amount is $874,133.43; and

 

WHEREAS, the current budget for this project is $1.1 million; and

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Town Manager to execute a contract with the lowest responsive, responsible bidder, Cinderella Partners, Inc. in an amount of $874,133.43.

 

BE IT FURTHER RESOLVED that the Town Manager is authorized to approve change orders as necessary provided that the contract cost remains within the amount budgeted of $1.1 million.
