Staff recommends that the Council close the hearing, adopt the Resolution of Reasonableness and Consistency, and enact the Ordinance approving the conditional zoning application.

PROCEDURAL CONTEXT*

The Land Use Management Ordinance, Town Code Appendix A Section 4.4 requires Council approval of any proposed zoning map amendment.

BACKGROUND AND CONTEXT*

The applicant proposes a 45-acre mixed-use project to include multifamily apartments, townhomes, and a flex site to be reserved for future development. Please see the Staff Report for more information.

TRADEOFFS, ALTERNATIVES, IMPACTS

Staff have reviewed the requested modification to regulations and find that public purpose is served to an equivalent or greater degree.

COMPLETE COMMUNITY CONNECTION

The property is an infill site, adjacent to developed land, and is served by existing infrastructure and transit lines. The project proposes to provide a new greenway that is consistent with the Town’s Mobility and Connectivity Plan. For more analysis of Complete Community considerations, please see the Staff Report.

COMMUNITY ENGAGEMENT

Staff have provided mailed notice to neighbors according to LUMO requirements. Notices translated into Spanish were also mailed to residents of the Lakeview neighborhood.

A public information meeting was held on February 25, 2025. Staff also attended three manufactured home community meetings.

Staff have received several emails regarding the project from residents of the adjacent Coventry townhomes and have met with several of the residents on multiple occasions
