Overview: The Town received a AARP Community Challenge Grant to support Vision Zero efforts by installing modular pedestrian refuge medians on high crash roads and implement neighborhood traffic calming in the surrounding residential neighborhoods. The grant is intended to support Livable Communities for residents age 50+ by addressing AARP’s goals of improved access to services, increased social interaction, and better mental and physical health.  Town staff plans to target the Martin Luther King Jr. Blvd. corridor for the pedestrian refuge medians and will work with NCDOT on specific locations and approval. The neighborhood traffic calming treatments will be used to pilot the Town’s neighborhood slow zones. Staff will conduct at least two public engagement events and walk safety audits as part of the grant. All grant funded activities must be complete by November 30, 2023.

 

Recommendation(s):

That the Council adopt the resolution to authorize the Manager to accept the AARP Community Challenge Grant and to make all necessary assurances and enact the budget ordinance amendment to adjust the Capital Improvement Fund.

A RESOLUTION AUTHORIZING THE ACCEPTANCE OF THE AARP COMMUNITY CHALLENGE FUNDS (2023-06-21/R-8.01)

 

WHEREAS, AARP has made funds available for pedestrian safety initiatives for the Town of Chapel Hill; and

 

WHEREAS, AARP has awarded funds for a total amount of $50,000; and

 

WHEREAS, the funds would be used for modular pedestrian refuge medians on high crash roads and for neighborhood traffic calming efforts.

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Manager to accept the AARP Community Challenge Grant and to make all necessary assurances.
