STAFF RECOMMENDATION

That the Council:

                     Enact the attached budget ordinance amendment to adjust the General Fund, Grants Fund, Capital Improvement Fund, Transit Fund, and Public Housing Fund.

                     Enact the attached project ordinance amendments to adjust the Transit Capital Grants Fund and 2015 Street and Sidewalks Fund.

ACTION/DECISION POINTS

By enacting the budget ordinance amendment, the Council adjusts the budgets for the General Fund, Grants Fund, Capital Improvement Fund, Transit Fund, and Public Housing Fund.  By enacting the project ordinance amendments, the Council adjusts the budgets for the Transit Capital Grants Fund and the 2015 Streets and Sidewalks Bond Fund.

LEGISLATIVE CONTEXT

After the Council approves the annual budget, periodic changes require the Town Council to amend the current budget, as described in state statute 159-15.

BACKGROUND AND CONTEXT

General Fund:

FY25 Orange County CoStar Subscription Reimbursement - Enactment of the budget ordinance amendment would recognize and appropriate $7,508 from Orange County for the Economic Development software subscription.

Parks Donations - Enactment of the budget ordinance amendment would recognize and appropriate $12,000 from the Friends of Parks and Recreation and $1,502 from various donations for Parks supplies, training, and equipment.

Grants Fund:

2024 Ballistic Vest Partnership Grant - Enactment of the budget ordinance amendment recognizes and appropriates $24,888 for the Ballistic Vest program.

2023 Ballistic Vest Partnership Grant carryforward - Enactment of the budget ordinance amendment recognizes and appropriates $2,394 for the Ballistic Vest program.

State & Local Cybersecurity Grant - Enactment of the budget ordinance amendment recognizes and appropriates $87,778 for the Cybersecurity program.

2023-24 Governor’s Highway Safety Grant Closeout - Enactment of the budget ordinance amendment will reduce the grant revenue and expenditures in the amount of $24,988.

2024-25 Governor’s Highway Safety Grant - Enactment of the budget ordinance amendment recognizes and appropriates $172,700 for the Town’s Vision Zero initiative.

Ruby Bridges Walk to School Day Mini Grant - Enactment of the budget ordinance amendment recognizes and appropriates $1,000 for the Ruby Bridges Walk to School Day.

Capital Improvement Fund:

Fire Station #4 Project Design - Enactment of the budget ordinance amendment transfers $28,720 in Fire capital funds to the Capital Improvement Fund for the Fire Station #4 project design.

Public Housing Fund:

Insurance Proceeds - Enactment of the budget ordinance amendment recognizes and appropriates $62,222 in insurance proceeds for the purchase of a maintenance van and upfit.

Transit Capital Grants Fund:

Electric Bus Charging Unit - Enactment of the attached project ordinance amendment recognizes the FTA grant in the amount of $95,133 and transfer of $29,867 from the Transit Fund and allocates $125,000 for the purchase of a charging unit for electric buses.

Expanded Fleet Yard & Training Center Design - Enactment of the attached project ordinance amendment recognizes FTA funds in the amount of $238,659 and transfer of $59,665 from the Transit Fund and allocates $298,324 for the completion of construction plans for an expanded fleet yard and training center.

Light Transit Vehicles - Enactment of the attached project ordinance amendment recognizes FTA funding in the amount of $254,402 and transfer of $63,601 from the Transit Fund and allocates $318,003 for the purchase of three additional light transit vehicles.

App-Based Transit System - Enactment of the attached project ordinance amendment recognizes $350,000 in federal funding and transfer of $87,500 from the Transit Fund and allocates $437,500 to plan and develop an app-based micro transit system to serve a two-mile corridor of the planned North-South bus rapid transit route.

Real-time Info Signs - Enactment of the attached project ordinance amendment recognizes $225,000 in NCDOT funds and transfer of $25,000 from the Transit Fund and allocates $250,000 for the purchase of real time information signs for bus stops and solar powered USB charging stations.

2015 Streets and Sidewalks Bond Fund:

STBGDA Funding - Enactment of the project ordinance amendment will recognize and appropriate $1,100,000 in STBGDA funding through NCDOT for the Estes Drive project.
