Authorize the Town Manager to Award a Bid for Construction of Homestead and Seawell School Sidewalk Projects with a Not-to-Exceed Amount of $2,153,448.

Overview: The Town’s Homestead Road and Seawell School Project is nearing approval from the North Carolina Department of Transportation (NCDOT) to allow for bidding.  It is anticipated that the Town will receive that approval to proceed with bidding in July of 2022 with a bid award in August.

 

In April 2022, the Town’s Engineering Consultant provided an updated opinion of probable costs (OPCC).  The estimated construction costs are $1,794,540. Due to the current volatility of the construction industry and recent trend of cost inflation, it is possible that the lowest responsive bid will come in above the OPCC. For this reason, staff recommends authorizing a not-to-exceed amount above the OPCC.  

 

Recommendation(s):

That the Council authorize the Manager to Award a Bid not to exceed 20% of the OPCC or $2,153,448

 

Decision Points:

                     Council authorized the Town Manager to design and construct these projects at the October 10, 2016 regular meeting.

                     Project construction drawings are complete, all needed land has been acquired, and the project is ready to be built.

                     The Town anticipates bidding the project in July 2022 with NCDOT’s approval.

 

 

Fiscal Impact/Resources: This project will be funded through a combination of Federal Funding (up to $1,040,000) and Town 2015 General Obligation Bond funds.

WHEREAS, that the Council authorized the Manager to design and construct these projects at the October 10, 2016 Regular Council Meeting; and 

 

WHEREAS, it is anticipated that the North Carolina Department of Transportation will approve this project to be bid during the summer of 2022 while the Town Council is on summer break; and

 

WHEREAS, the Town’s Engineering Consultant for this project published an opinion of probable costs of $1,794,540 for the construction of both projects. 

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Town Manager to award a bid for the construction of the Homestead and Seawell School Sidewalk Projects with a not-to-exceed amount of $2,153,448.
